Our leadership

HealthShare NSW is guided by an experienced Executive team with deep expertise across both public and private sectors, particularly in health. Together, they lead a workforce of over 10,000 people, shaping services that deliver value for NSW Health and improve outcomes for patients, staff, and communities across the state.

Wendy Hughes

Wendy Hughes

Chief Executive

Wendy Hughes has an extensive background in public and private enterprise and more than 20 years of senior executive experience across a broad range of financial, corporate services and operational management roles.

In 2024, Wendy was appointed Chief Executive of HealthShare NSW. Under her leadership, HealthShare NSW is working to mature its service models by working in partnership with NSW Health agencies to provide equitable, value for money services across the state that improve outcomes for patients, hospitals and the environment.

Prior to joining HealthShare NSW, Wendy was the National Chief Operating Officer at Calvary Health Care. Throughout her career she has also held a range of leadership roles within NSW Health including Acting Chief Financial Officer and Deputy Secretary, Financial Services and Asset Management, Deputy Chief Financial Officer, Director, System Relationships and Frameworks and Director, Performance Support Office. She was also the Director, Finance and Corporate Services at Northern Sydney Central Coast Area Health Service.

Wendy holds a Bachelor of Business and is a Fellow of CPA Australia.

Shubjeet Kaur

Executive Director, Operations

Shubjeet is the Executive Director of Operations at HealthShare NSW and is responsible for leading and managing Patient Transport Service and Make Ready Service, Linen Services, Food and Patient Support Services, EnableNSW and Employee and Financial Shared Services business lines.

Shubjeet’s previous roles at HealthShare NSW include Director, Shared Service Evolution, Services Transition where she oversaw the transition of non-clinical support services into HealthShare NSW as part of the Shared Service Evolution Program, which aims to standardise, digitise and improve shared support services across NSW Health. She was also Director, Patient Transport Service and Director, Food and Patient Support Service where she effectively led the delivery of high-quality patient-focused services to the NSW Health system. Prior to joining HealthShare NSW in 2011, Shubjeet also held roles at Fairfield Hospital, Liverpool Hospital and Royal North Shore Hospital.

Shubjeet’s qualifications include a Masters of Public Administration and a Graduate Diploma in Public Administration from the University of Sydney and a Masters of Home Economics and a Bachelor of Home Economics from Punjab Agricultural University, India (Recognised by NOOSR Australia).


Andrea Patrick

Andrea Patrick

Executive Director, Procurement and Supply Chain and Chief Procurement Officer


Andrea Patrick is the Executive Director of Procurement and Supply Chain and Chief Procurement Officer at HealthShare NSW. Andrea leads the procurement function responsible for sourcing, purchasing and managing contracts for essential goods and services for the NSW Health system, as well as the infrastructure needed to receive and distribute the goods it purchases, including warehouses, transport and logistics.


Before joining HealthShare NSW in 2025, Andrea held senior roles across the public and private sectors in both Australia and the United Kingdom. Most recently, Andrea was Head of Procurement, Corporate Property & Business Services at WaterNSW and prior to that, Chief Procurement Officer at the NSW Department of Education. Andrea is a Fellow of the Chartered Institute of Procurement & Supply (FCIPS), and holds a number of qualifications in business studies, management and project management.


Francis Delafaille

Francis Delafaille

Director, Information Communication Technology and Digital Services

Francis Delafaille serves as the Director of Information Communication Technology and Digital Services at HealthShare NSW. In this role, he aligns technology initiatives with the strategic goals of HealthShare NSW, driving digital transformation and optimising service delivery across the organisation.

With over two decades of experience, Francis has led IT, data and digital services across various sectors, including technology, biopharma, and management consulting.

Before joining HealthShare NSW, Francis was the Head of Data at AC3 and previously served as a Director of Global Services at Pfizer, where he led large-scale global IT operations, enhancing operational efficiency and optimising technology and data ecosystems. His career also includes consulting roles at PA Consulting Group and Hewlett-Packard, where he advised C-level executives on IT strategy, service transformation, and global technology solutions.

Francis’s qualifications include a Master of Business Administration and a Bachelor of Science (Honours) in Aeronautical Engineering from the University of Manchester.  He is a Chartered Engineer (CEng), a Chartered IT Professional (CITP), and a Fellow of the British Computer Society (FBCS).


Paul Gavel

Paul Gavel

Director, People and Culture

Paul is the Director of People and Culture at HealthShare NSW. He is responsible for leading the achievement of the HealthShare NSW people goals, strategic priorities, service expectations and performance requirements.

Prior to joining HealthShare NSW in 2011, Paul was the Director of Workforce for the Sydney South West Area Health Service (now the Sydney and the South Western Sydney Local Health Districts). Paul has also held the role of Executive Director for the National Health Workforce Secretariat, providing advice to Australian Health Ministers and the Australian Health Ministers Advisory Council (now the Health Chief Executives Forum) on national health workforce policy and planning.

Paul’s qualifications include a Masters of Economics from the University of Sydney.


Alvin Haryono

Alvin Haryono

Director, Finance

Alvin is the Director of Finance at HealthShare NSW and is responsible for promoting sound financial management, business analytics, capital planning and asset management within HealthShare NSW, as well as leading and coordinating HealthShare NSW’s data analytics and business performance management.

Prior to joining HealthShare NSW in 2020, Alvin gained extensive experience as a management consultant, specialising in Chief Financial Officer advisory, enterprise performance management, large-scale finance function transformation, and advanced financial modelling. More recently, Alvin has held several senior leadership roles across HealthShare NSW, including Associate Director of Finance and Business Performance, Associate Director of Performance Analytics and most recently, Director, Employee and Financial Shared Services (EFSS), where he has been instrumental in advancing EFSS initiatives related to NSW Health's service improvement and efficiency program.

Alvin's qualifications include a Bachelor of Commerce from Macquarie University, majoring in professional accounting. He also holds a Graduate Diploma of Chartered Accounting from Chartered Accountants Australia and New Zealand.


Lana Kelly

Lana Kelly

Director, Aboriginal Strategy and Engagement – HealthShare NSW

Lana Kelly is a proud Gumbaynggirr woman with ancestral ties to the Yaegl, Dunghutti, Yuin and Wiradjuri Nations. Raised on the Mid North Coast of New South Wales, Lana brings deep cultural knowledge and lived experience to her role as Director of Aboriginal Strategy and Engagement at HealthShare NSW.

Lana leads the strategic direction and delivery of culturally safe, inclusive services for Aboriginal communities, patients, staff and customers across HealthShare NSW. Her work focuses on embedding cultural integrity across service design and delivery to improve outcomes for Aboriginal peoples.

Lana’s previous roles at HealthShare NSW include Manager, Aboriginal Workforce, where she led key initiatives to grow and retain a strong Aboriginal workforce. Lana joined the NSW public sector in 1998 working in Aboriginal program areas across the sector, Lana brings strong leadership grounded in community, cultural, and a commitment to systemic change. She holds a Diploma in National Indigenous Legal Studies, Tranby and has completed both the NSW Public Service Commission and HealthShare NSW Senior Aboriginal Leadership Development programs.


Sally Whitten

Sally Whitten

Acting Director, Clinical and Corporate Governance, Risk and Safety, and State Controller Emergency Management

Sally is the Acting Director of Clinical and Corporate Governance, Risk and Safety, and State Controller Emergency Management at HealthShare NSW. She leads a team focused on ensuring our people work in a safe and healthy environment, and our patients receive a high standard of clinical service delivery, ensuring patient safety.

Sally began her career as a registered nurse in Sydney’s Royal North Shore Hospital specialising in emergency and critical care. After completing master's degrees in occupational health and safety, and business management, Sally led significant cultural and organisational change across Northern Sydney and South Western Sydney local health districts.

During the COVID-19 pandemic, Sally supported and led the Planning and Workforce, and Operations functions at the heart of the state’s response in the Emergency Operations Centre at South Western Sydney Local Health District.

Sally's previous roles at HealthShare NSW include Associate Director, Governance Risk and Compliance, where she drove the enhancement of risk and compliance maturity across the organisation.

Sally’s qualifications include Bachelor of Nursing, Master of Occupational Health and Safety Management, Diploma Risk Management and Business Continuity Management, Master of Business Administration, and Diploma of Business (Organisational Development).
